The hierarchy is an argument, not a checklist

Ranked from most to least reliable, it says something specific about where effort should go.

The hierarchy of control is usually taught as a list to be worked through: eliminate, substitute, isolate, engineer, administer, protect. Taught that way it looks like a menu, and a menu invites selection. Understood properly it is an argument about reliability. Each step down the order transfers more of the protective work from the arrangement of the world to the behaviour of a person, and human behaviour is the least dependable component in any system, not because people are deficient but because they are variable. The order is not a preference. It is a ranking by how much the control depends on everything going right.

Elimination sits at the top because a hazard that is not present cannot harm anyone, ever, regardless of who is on shift, how tired they are, or whether they read the notice. It is absolute in a way nothing below it can be. Substitution and isolation follow because they change the situation itself rather than the person's relationship to it. Engineering controls are built into the equipment or the environment, so they keep working when attention lapses. Only when the higher options have been genuinely explored and found impracticable does the reasoning legitimately move downward, and the word genuinely is carrying real weight in that sentence.

Read this way, the hierarchy is less a procedure than a discipline of imagination. It presses an organisation to ask whether this task needs to exist at all, whether it could be done at ground level instead of at height, whether the hazardous input could be replaced, whether the sequence could be rearranged so that exposure never occurs. Those questions are expensive to ask because they lead to redesign. They are also the only questions whose answers keep working on a bad day, which is precisely the day the control is needed.
